On the Throne of St. Mark in Venice

Moshav doesn’t mean chair. It must refer to either the public enthronement or the occasion of a publicly made royal decree or judgment. The work with ministers is not done from the throne, but in the Council room. I still think the words Moshav Marq must have been on a board or banner. I also think there must have been another word meaning King. While HMLK is possible, I favour something more loaded. Any suggestions?
